I was DMing it, it has too many locations that are not fleshed out and have no purpose. What good is 25 points of interest where there is nothing interesting in over half of them.
Still the ex brothel was nice, but I turned it into a full brothel that granny Hu secretly supported to keep tabs on Lord Mitsuki.
I've ran a lot of pf2e adventure paths and this is the one that required the most work from me.
A bathhouse with 4 Kappas just isn't an interesting encounter.
We rather enjoyed the kappa encounter, we shared some cucumbers with them and had a soak in the bath
I feel this is like SOT where you really have to put in the work to draw your players into situations that might no always be hard hitting rp/combat. The kappas arent an interesting encounter on their own but you can play them up to make it better. Have a couple of them walking around nude rooting through the lockers badgering the players for snacks and making a mess of the place.

The problem is if you're focusing on that you should be playing an entirely different system than Pathfinder 2nd edition. The game is even more laser focused on tactical combat than 4e was
you can have both good rp and tactical combat. I never understood this complaint for 43 when 3.5 had pretty much the same laser focus on combat

not in a game where skeletons and robots choke, bleed, drown, and make saving throws against tetanus and malaria because "IT WOULDN'T BE BALANCED!" for undead to be immune to those things. Enjoy a +1 non-stacking bonus to saves against malaria.
If your game completely sacrifices all verisimilitude and immersion and roleplay potential and narrative ability of characters, you actually CAN'T "have your cake and eat it too" because now there's no fricking cake left to eat. The game is even more autistic than D&D 4E was, you will be Striding and Striking from 1-20 like a shitty final fantasy tactics character who only basic attacks
Pathfinder is just an all around bad system. Totally bloated and needlessly overly complex that makes it way too tedious to play.
PF2E is a simple system, if you think its bloated I can't imagine what games you play.
Your statement highlights what I am complaining about. It's up to the DM to make these encounters interesting because there is no guidance on what to do. 4 Kappas in the bathhouse is like the start of the joke and I am expected to finish it. Bloodlords was nothing like that. In blood lords you could forget to prep and read straight from the book at the table and have a good time.
2e is not a simple system but it is easy to learn with enough game time and from my point of view it is getting very bloated with the trash content from the lost omens line.
I'm sorry, I can't tell what's going on. Are you serious? Are you just having a giggle? I'm not sure I'm picking up on any sarcasm cues, you didn't indicate that was sarcastic. PF2e is not a bloated system, just for the record. It's kind of infamously so minimalistic that it's hard to even fricking use to do anything because there are no options really.
I'd personally describe Pathfinder 2e as somebody looking at all the worst traits of PF1e, D&D 4e, and D&D 5e, and throwing them into a blender. And I LIKE D&D 4e.
The really big complaints seem to boil down, as far as I cared to pay attention:
