Not him but Gholdengo is the first Pokémon ever to be have a dex number for a reason. Every 100/200/300 mean nothing. Pikachu wasn’t even the mascot when they chose it to be 25.

I agree with your point overall but Spiritomb was 108 in Sinnoh dex because of the 108 spirits theme for the Pokemon, so Gholdengo wasn't the only one.

No, but they're all lines that require trading to evolve, and many have speculated that trade evolutions were supposed to have a concept similar to what Gen 5's Karrablast and Shelmet have in that the evolution would only happen if a specific pair of Pokemon were traded. Ergo, the idea was that Graveler/Machoke and Kadabra/Haunter would incite evolutions by exchanging aspects about themselves.
Golem loses the second pair of arms it had as a Graveler and gains a more reptilian form, meanwhile Machamp becomes even more humanoid and gains a second pair of arms.
Alakazam loses its thick bushy tail, but ultimately sacrificing the appendage allows it to afford to maintain its ever-growing brain, meanwhile Gengar gains enough mass to assume a fully realized physical form and lurk in the shadows, although because of its mass, it now has to sacrifice its looser, gaseous form and floating hands to do so.

I see the logic behind it. The dex would stay pretty much in order for a playthrough. Did you sort the fishing Pokemon by where you get the rods as well?
The problem is in Kanto you don’t get the rods til post pokeflute (so after 4 gyms and around level 30), but you encounter all the fish and co early on in Cerulean and the SS Anne. So I decided to put them around then instead (putting freshwater together, then saltwater together). A similar thing I did for Grimer/Muk who can’t be caught until Cinnabar, but you encounter very commonly around Celadon.
