Nothing, I guess. Here is my take on a tier 8 item.

        >and weaken the longer they're kept sheathed
Not sure this part meets the "but not when used" criteria. Otherwise, I think you are right.

Type 6: The Armor of Atonement
        >A cursed suit of heavy armor bound to the wearer, it cannot be removed by any means. The wearer's body no longer requires food or drink, and they no longer excrete naturally, though they still need to breath and bleed when wounded.
        >The wearer cannot speak or use telepathy, but they can communicate through sign.
        >The bearer can feel no sensation except pain. They are at a penalty to any tasks that require intense concentration, as the armor has internal hooks designed to cause mild discomfort at all times. Any act of wickedness causes these spikes to sharpen, inflicting horrid lacerations on the wearer.
        >While wearing the armor the bearer cannot use evil magic or evil artifacts, but gains a bonus to attacks when combating the forces of evil (or those who oppose the ones that bound the Armor to the wearer in the first place).
        >When the armor is bound in place, the binder inscribes a numeral upon the back of the helmet which corresponds to the length of the wearer's penance. Every sunset this number magically changes, until it reaches zero.
        >If the wearer has sufficiently atoned for their sins, the armor will be magically released from their body. If they have not, their body is painfully consumed, leaving the suit empty and waiting for the next penitent one.
        >Those who have failed to atone have their damned souls bound to the armor, increasing its strength but also the length of time it must be locked in place, regardless of the current wearer's sins.

Very cool take on the berserker armor

5 is a classic too, cursed swords that draw power from shedding blood, and weaken the longer they're kept sheathed. Let it go hungry too long and it'll start sapping life force from its owner.

Some (super-)natural phenomena fit No. 8's definition, I guess for an example I'll mention the Confluxes from Endless Legend's Inferno DLC, glowing polyhedra of Dust that only last for the duration of a Dust Eclipse, acting as powerups for armies.

    Here's a tier 8: Icicle wands
    >A short rod made of ice, carved and melted into intricate spirals with runes pressed into it
    >It contains a limited amount of charges that can be used to cast spells
    >The wand is resistant to melting, but not immune. Outside of snowy climates, it loses charges every day, and loses additional durability in hot climates and dry climates. This passive durability loss can be prevented by keeping the wand in a sealed and cooled container
    >Each time a spell is cast using the wand, the spell wand is heated by it's own magic and partially melts, loosing an amount of charges equal to if it had been left in the current climate for a whole day
    >Once the wand runs out of charges, it melts completely.

Tier 7 item: Blade of panic
    >Comes in sword, axe, and other slashing weapon variants.
    >While inactive, it appears as a normal weapon.
    >When brought near a frightened creature, the weapon automatically absorbs their fear, and gains charges.
    >As long as the weapon has charges, it will enlarge, become jagged, and animate, thrashing and screaming.
    >This makes it harder to hit with the weapon, but the weapon deals extra damage and gives a bonus to intimidation.

    The Dying Shard
This crystalline husk is vaguely shaped like a screaming face in agony, it features warped and in macabre parody of a suffering humanoid. When found, it has a randomly determined amount of HP charges within, usually somewhere between 100-200.If it's owner would be slain, then the crystal emits a terrible deathcry, the visage changing to match the owner's face as it would have been had they died. A d% is then rolled, with that amount of HP charges being drawn from the crystal and becoming the user's current HP total, or lower of beyond Max HP. Everyday the crystal is in someone's possession, there is a 25% chance for small pieces of it to crumble off and blacken into useless glass, depleting 3d10 HP charges from the crystal. If the crystal is ever at zero or fewer charges, then it becomes solid black before crumbling entirely to useless, blackened glass shards.

    Tier 6: Candle of Laments
    >A candle made of wax mixed with the blood of the user, an small roll of clean paper is placed inside.
    >Once lit, the candle starts burning and for the duration, if the user dies, his last thoughts are written into the paper as burn marks, usually 3-5 short sentences long.
    >The candle is typically made to burn for 2-4 hours. It is common for soldiers to have on of this made prior to a big battle.

Could be really fun for a murder mystery.

      >base camp keeps burning down from all the unattended candles
Garauntee commanders try to ban the shit out of these things. Especially when 90% of the time the text will just be OH GOD IT HURTS I DON'T WANT TO DIE

kek, I think it might add to the fun, finding an equilibrium between practicality and religious belief.

Wait, how is this tier 6 and not 4? I mean, it's a neat idea, but it behaves like, well, a candle. It starts being used when lit where it becomes active, and otherwise does nothing. Not like the paper itself is inherently magical, it's just being written on.
I'd imagine tier 6 to be more like a reverse candle: it burns forever, but starts to melt when the flame goes out.

Hmmm guess you are right, but I'd rather make it tier 8 by making it melt slowly when not burning and faster when burning.
