I imagine chief's normals and physical specials to be more precise military cqc and doomguy to be more brootal and have enders that finish with shotty or something over the top
I thought about making his instinct a power weapon drop like the sniper rifle or the spnkr, the spnkr will do bigger damage but is slower and can be blocked, while the sniper rifle can lead to the classic headshot spinning animation that leads to a big combo
