For example I have no problem with "escort caravan" quest if any potential battles happen as a result of the caravan passing through an area with lots of hostiles and bandits
But if such a quest constantly spawns enemy armies solely to mindlessly target the caravan (even if they lack the numbers to actually win, bypassing the normal self-preserving AI) it really makes me froth with anger

The point is obviously to provide a stable level of difficulty and interaction that offsets the wildly inconsistent amount and difficult of bandits in the world.
Otherwise Sea Raiders and Desert Bandits would make it nigh pointless to bother taking the quests in Nord and Sarranid towns while mopping up Looters and Forest Bandits in Swadia would be free money
