Most gen 4 crossgen evolutions are good, but Lickilicky isn't one of them. Gen 3 itself has a bunch of shitters that always get overshadowed because /vp/'s mascot, babby's first waifu, steel plated dinosaur, and meme legendaries exist.
I agree with you that the grey monkey is just a recolored version but how would you make a primeape evo without making another rhyperior? Aka the concept too far from the original
in most cases a drastically different pokemon is still better than a glorified shiny. even rhyperior is still better than pretty much any cross gen evo from gen 6+. the duraluderp evo is a rare case of an evo looking like shit while still making lots of changes but that's porbably because duraludon wasn't a good design to begin with. the mons that got evos in gens 2 and 4 were all good designs
