zoe 1 genuinely is more of a tech demo than anything, the best benefit of playing it is going to zoe 2 and seeing how a few tweaks and refinements to the mechanics made it into a fricking masterpiece
it's also really short so there's not really a major reason to avoid it, if you just don't want to bother you're not really missing much besides some callbacks in the second game

The person that came up with ZoE, written it and directed was Noriaki Okamura. Kojima was only brought in as a marketing plot so they could write on the cover that it was a game made by the director of MGS. He had zero input in the project.
Kojima was the producer on the first game too anon. He also picked the "winner idea" for ZoE2 and gave the guy the director role.
But yes it's not a Kojima game in the same sense as MGS where he designs, directs and writes the games.
