No they don't have kids. The whole quest line is vague about everything and it doesn't say anything like that. And yes, the Pokémon are being contained inside a fence, the only thing stopping them is a fence which an NPC notes that it certainly isn't enough. But the Pokémon are docile enough that a fence can contain them just like real animals on a farm.
