It's like that bullshit with the goat. Your chances are always the same at the end no matter how you get there.
So rather than expecting that 60 out of 100 shots should hit, it's a 60% chance for each of those 100 shots to hit. So you've got pretty good chances that all 100 shots are actually a miss. It's awful game design which is why good games bias the shit out of the numbers in your favor.
An excellent example of randomization is modern Tetris variants. If it was truly random you might get 15 Z-pieces in a row, so that's why it's not truly random.

I don't mind missing, but it always seems that enemies in these type game don't play by the same rules and always have 90% chance to hit.
I'm pretty sure that has to do with what people expect RNG to do, rather what the programmers made RNG to do. What most people expect is that if you are expected to hit 90% of the time, that once you miss 10 times, that means the rest of the 90 hits within those 100 attacks should hit before the thing resets so that you can miss again. What is programmed into RNG is similar to a dice roll. You have a similar amount to hit or miss because the misses aren't removed or reset so you can actually hit more. In an ideal world, it should hit the amount of times described by the percentage chance but the world isn't so ideal. You just run into a series of bad luck sometimes.
If the game shows an 85% or greater chance to hit, I take that as a guaranteed hit and will save scum until I get it. If the game is programmed to not allow save scumming, I stop playing.

You have to look at it as 15% chance to miss or 3/20. It's not so small. You just have school brain so you see 85% as an A which means it's good to hit.
