Because they're designing their Eeveelutions like they'll be added to the next/current Pokemon generation and not Gen 1 or 2. You're going to see more commonality with Slyveon or Glaceon than you are Flareon or Espeon for that reason.
Glaceon literally has a hairstyle (but only the frontpart because 'add a stupid element so it's not too cool' philosophy). Also your mistake is assuming that we agree on what is 'overdesigned'. I'm working under the assumption that you mean multiple colors/a body pattern/accessories/additional body parts, and Glaceon is more complex than most other Eeveelutions for the reason that it has patterns, multiple colors, and an accessory (the hair.) Regardless, the purpose isn't to say that Glaceon LOOKS like a Gen 9 pokemon, just that it's more complex than other Eevees, and explaining to you the principle that increased design complexity is a symptom of designing Eevees under current gen standards.

Now obviously game freak wouldn't add it in fear of morality questions about "killing" your pokemon but it is a cool idea (atleast I think it is a cool idea)

I don't know what exactly "doing nothing" is supposed to entail except for the fact that it has to be the most obnoxious way to evolve a pokemon in the entire series.
