Nope. The colony of Dratini already existed in the lake the Safari Zone was built around. The lore is that they were considered a myth prior to someone fished one up there. They weren’t imported like Tauros or Chansey- they were literally always living there in Kanto.
Gen2 didn’t have a “Johto” dex. It’s regional dex is just every Pokémon that existed at the time but rearranged. So in universe Slugma probably was a “Kanto” mon
A lot of Pokemon are explicitly not native to their introductory region.
Between that, the Nidorans having separate entries, the crossgen evos being listed hundreds of entries apart, regular mons in PLA/SV DLC being listed between legendaries and starters, the national dex order is a mess and should be reworked
There's no such thing as "Kanto mon" and "Johto mon". These are nugen terms introduced for consistency sake.
You have original 150+1 and then additional 100 Pokemon that in-lore were discovered during 3 years time gap between RBGY and GSC.
I like to think that the safari zone in gen 1 was more nature preserve than anything given we didn't have other regions. With the introduction of more regions it should be half pokemon from other regions and half a preserve for local rare or vulnerable pokemon. Given that Kanto and Johto should really be thought of as the superpower that is Indigo, we should be thinking of gen 1 and 2 pokemon and their dex as one unit.
I do wonder why Murkrow was only found in Route 7 and 16 in Kanto in gen 2. It's such an odd thing to do and kinda a strange route for them as well. You'd figure they'd put it in Route 8 or 10 so it was near Lavender town to fit with the dark theme of Agatha and Karen.

When the Safari Zone went out of business, some of the Pokemon might've escaped to the wild.

yes, and this is why people should stop referring to pokemon as "kantomons" when they actually mean "generation 1 pokemon", etc.
There is no such thing as a "Johto mon." If you had actually played Gen 2, you'd know that the Gen 2 additions are "newly discovered Pokemon"

The distribution in gen 2 is absolutely cracked.

No it's just poor game design, if they ever make a let's go johto they'll improve the distribution just like they did with LGPE
