6700XT is probably the only card you can buy new at an acceptable price for its class. if you must have nvidia, try looking for used cards on ebay or whatever.
a used 2080S or 3080 if in good condition and under 350 or 400. wouldn't buy a new GPU for 1080p.
3060ti/3070 if you need nvidia for whatever reason(streaming/video capture, DLSS), or wait for 16 gb 4060TI prices to fall.

1080p has, for the most part, peaked. The only reason to upgrade on 1080p anymore is for video encoding, raytracing, and extremely high framerates in the esports scene. Also VR, but that's not really 1080p as most VR lenses at least 1440p
If you buy a used older card, make sure to cap framerate to monitor refresh rate. It'll make it last longer and not over-exert itself.

I have a 144hz monitor and owning one really sheds light on how stupid this idea that you'd never settle for less is, half the games I would play wouldn't even have a 144hz mode, and even when I do have 144hz it's not very noticeable compared to the jump from 30 to 60.
In VR performance matters that much, but I can barely tell the difference between 144 and 60 when both are stable, there's a slight response time difference but the image itself will be of really similar smoothness.

right now? absolutely. especially locked to 144hz at 1440p both cards are, pretty much, identical, but give it a year or two and the gulf will be noticeable. the 4080 sits at 70-75% performance of a 4090 and for now those 25-30% are extreme overkill but when we eventually get to scenarios where every bit of power is needed the 4080 will fall behind. sure, that might be in a year, for badly optimized games and extreme hardware hogs, but the "regular" demanding games will catch up in 2 or 3 years. most 4080 owners will be looking to upgrade, or turn down settings, and my 4090 will be sitting pretty for another 2 years easy.

Scan are an ok company though, you could contact them and tell them you want DD5 and a different case. A friend did that recently and saved over £100 just changing the AIO it comes with. Get the Pop Air XL (Larger version of the case that's on that system currently) and a Arctic Freezer II over the Corsair thing as not only is it MUCH cheaper than the Corsair shite they have on it but its either the same or better. The money saved changing the AIO should cover the case/RAM upgrade

It's not a matter of need, but what you're willing to invest. You can buy a lower end card, but the cost of replacing it to keep up with modern games will end up being higher. If you buy the top end on the cycle Nvidia has (2 years, with 3 years on this round), you'll be much more likely to run it adequately for longer.
It's also a question of what your quality and performance goals are. If you're running lower resolutions, a 4090 would be ridiculous. If you're running 4k, it's the only real choice.
If you use Scan, pay their 50 quid cover insurance. If you break it they just replace it with no questions

Be cautious about that Arctic cooler. A lot of them don't come with the proper mounting kit for LGA1700 and you'll have to special order it from overseas. Also, the instructions won't tell you you have the wrong mounting kit and only when you start troubleshooting will you learn this.

if you buy parts from Scan you tick the box at checkout for the cover. They charge you an extra 50-60 or something for the whole bundle.

I won't touch SCAN ever again after the absolute fricking about they gave me. Bought a GPU, it develops a fault after 1 year. Go through the RMA process, they don't have the card I bought in stock anymore, but offer me a refurbish piece of shit with no details if it was a restocked model or one that was kicked around the warehouse floor. I decline the offer and ask for refund, they low ball me a partial refund price less than 35% of it's value. Stating it "matched market value/usage" yet they were selling the exact same refurb card for 60% of the OG price (92%RRP in todays market).
So all I can say s good luck if any of your parts get a fault within Warranty, because they will just say they don't have that model and give you a fraction of what you paid. And they will RMA it themselves and sell for a mark up.
