The majority of the playerbase is around 60-80's in stats (around what you get for finishing quests) and pretty much every stage of leveling will have you seeing other people so it's not like the game is going to look empty to you. It's not like a game like wow or xiv where everyone's sitting around at endgame waiting for more content
