People have really softened on this game over time. When it came out, it was received as an average or slightly below-average game, which it certainly is. When I started to see people talking about it so fondly years and years later, I was really surprised, because I played a frickload of this game when it was brand new and sure enough--it's pretty stinky.
BUT, looking back, it's a pretty neat re-creation of Springfield, it's good looking, and fun enough, because of the attachment people have to that world and those characters. I checked back into it a few weeks ago. A great game, absolutely fricking not, but worth checking out....on PCSX2 or OPL. Had I not modded my PS2 a few weeks ago, no way in hell was I going to shell out $60 bucks for this turd. It was too much when I bought it for $50 off the shelf.
It was considered average but never really bad, which was a big deal for a Simpsons game. You buy this kind of game for the franchise gimmick, and its graded on that curve. If anything it got a lot of leeway even back then, people liked driving around Springfield so much they didn't care the actual streets were pretty simple and little more than circuits.

This definitely must depend on region. Where I live it barely got past middling scores. It was always known as a cheap cash-in GTA clone that sold entirely because of it's licensing.
