If you think about it, modern games are so much more complex and labor-intensive to make, with much higher costs (including massive server costs for multiplayer games), microtransactions and DLCs are actually necessary for devs to remain profitable without simply raising prices for games.
Just to contrast, the original Battle.net server in 1996 was literally just one PC at Blizzard's office.

The solution isn't DLC, the solution is to cut corners and save money. If weaker graphics or less open world will make the game cheaper to make and increase your margin, that's what you should do.

id say to just cheap out on unneeded fluff like graphics, you could also make the game moddable to extent the life of the game without needing to give as much support or even base-content.
Developers should always prioritize FPS over graphics. A game with PS3-tier graphics and 60fps will look better than a game with PS5 graphics and 20fps.

I'll answer seriously. "less risky" != "necessary". Consumers are to blame for this one. They had a chance to resist these practices en masse and failed. Publishers are being risk-averse, which is reasonable, but not "necessary".
