Arbok. There are enough Poison types in the gen 1 dex.
So, you want to take away Arbok's poison type? Also, there's nothing wrong with the amount of poison types, it's like complaining about too many water types or normal types. Some are just meant to be more common than others.

I always think of it oozing ectoplasm by choice kinda like the fat slug ghost thing from ghost busters. It’s very similar in design. The gas also kinda makes sense, but I agree that the more I think about it the more it doesn’t fit.

Gengar isn’t a /vp/ user unlike Hypno
They didn't have types well defined so they thought ghosts are like poisonous gasses which they kinda are but that shouldn't be enough reason to give it poison type on top of ghost.
Back in gen 1, no Pokemon lost its typing after evolution (except Eevee, which was special for doing so).
Since Ghastly was poison due to it being a toxic cloud, both its evos needed to be poison aswell.
As people love to remind us, Dark generally refers to intention rather than light levels.
Gengar is often depicted as a prankster or outright evil though.
Because "dark type" being a thing is a retcon.
Fearow, Arbok, Vileplume, Hypno and Cloyster would be my recommendations.
Also, Seadra should be part Dragon and Ninetales and Marowak part Ghost.

Vileplume. It actually looks like a Dark type and has always been overshadowed at everything in its current typing.
Poison/Dark Arbok would be pretty cool
Zubat/Golbat. The Poison typing never made sense in the first place, it was clearly just being used as a placeholder for "evil type".

Why Hypno over Gengar?
At the very least, Gastly does play into the "poison gas" think well enough. Haunter and Gengar being poison kind of just feels like them not wanting to drop the type even after the design element that inspired it vanished.

honestly I could see Dream Eater as a dark type move
it also would have made hypno more creepy to reveal it was a dark type in gen 2. because dark types are deceiving so it would have been like hypno was disguising himself as a shitty psychic type in gen 1 then was revealed to be a dark type which seems creepy to me. like you really can't trust this pokemon.

snakes are pretty commonly associated with evil/temptation, plus she's got a big scary face on her chest and is usually fodder for bad team members. she's obviously meant to be a bit more sinister than your average snake
Dark is literally evil type in Japan. It has nothing to do with darkness.

fits in really well with later dark types like houndour and purrloin, aesthetically. trickery is also like textbook dark type and it has a giant scary face on its neck.

In the spaceworld demo he did but they axed it and turned it into Heracross instead. Which is gay, Pinsir deserves an evo.
Gengar. Ghost/Poison makes sense for Ghastly since its body is made out of gas, but it kind of loses that trait as it evolves. Gengar's more of a living shadow than gas so the poison-type doesn't particularly fit it, while its personality would definitely fit a dark-type.

None of them. None of them make any sense at all as dark type. Maybe meowth/persian, or vulpix/ninetails? Maybe mankey/primeape? Maybe Jynx actually, since you said one, and it's a single stage. Or maybe tauros. Idk. Honestly none of them really fit as dark type. If you look at the gen 2 dark types, it's clear they were designed to be dark type. None of the gen 1 pokemon were designed to be dark type.
