It's designed to communicate high level enemy health more efficiently, as opposed to just having one single huge bar that very slowly trickles down. Helps you feel like you're actually doing damage.

Odd game from what I've been reading. It seems to be slowpaced with a slower progression curve and is far more directionless than previous titles. This fact seems to be filtering the more normalgay critics who loved Fallout 4, for example.
But it also doesn't seem to satisfy rpggays either, since it still fairly superficial in terms of being an rpg and apparently could do with a lot more narrative consequences. Plus the main quest isn't written very well, except for the ending, and the procedural generated exploration is apparently about as mostly boring as we expected.
