Legion's MO is wiping out tribes they think have spent their usefulness and keeping only their most loyal core members. They did this to the Twisted Hairs, were planning to do it with the Khans, had records of doing it to another tribe already, and would have done it to the White Legs if the Courier hadn't bumbled in and done it for them. Their relationships with smaller tribes can basically be summed up as a huge cycle of 'embrace, extend, extinguish' over and over again, which is a large part of why their culture is so homogenous. They deliberately exterminate anyone who won't or they think won't assimilate.
