I know you want to get them in the original regions but you might as well just go for original trainer name. Esp since they wont have game icons til gen 6+.
Pretty sure you can get almost all up to gen 6 with just XY and ORAS. After that you can use the remaining games to sweep up everyone else.

How are you planning on accessing past mythicals in their correct gen?
If you’re going to cheat even a little bit it’ll make the whole thing illegitimate.
If you’re going to do that, you might as well gen the living dex instead to produce the exact same result in minutes instead of spending hundreds of hours.

I'd get LetsGo with a Pokeball controller.
The pokeball controller is a one-time redemption. That means you’d need to buy an unused pokeball controller. The price of which has now inflated obscenely.
If you’re legitimately prepared to do that instead of genning one or acquiring it outside of original region though, okay.

I'd maybe wait, Gen 2 and 5 need origin marks. Well, Gen 2 does have origin marks, but you'd have to have all of GSC on VC to give them the Gameboy mark without using glitches to catch version exclusives. Which you can't even buy now, so you'd have to have them already.

You will be missing the ones only available in LeafGreen. The Slowpoke line especially, they're only available in LeafGreen out of all the gen 3 games.

You'll be missing the Ledyba and Teddiursa lines, and Delibird and Skarmory. Fortunately gen 4 still has online trading. Ask in the wi-fi general for the missing mons and you might get someone willing to help you.

You'll be missing the Seedot line, as well as Mawile, Zangoose, Solrock, and Groudon. Fortunately the GTS still exists here, so you can get most of those fairly easily.

Shaymin in Legends Arceus (requires Sword/Shield save data) or by tweaking in DP,
Arceus from Legends Arceus or BDSP (requires a Legends Arceus save with you owning Arceus already) or tweaking in DP,
Victini from DNS Wonder Card spoofing,
Meloetta from DNS Wonder Card spoofing or from Scarlet's DLC,
Genesect from DNS Wonder Card spoofing,
Magearna from Ultra Moon,
and Meltan and Melmetal from Pokemon GO.
As far as Diancie, Hoopa, Volcanion, Marshadow, Zeraora, and Zarude, you're shit out of luck for now. Find someone willing to give you one, inject, or wait for DNS spoofs or official releases.
Emerald isn’t Mews original game. Furthermore, if you’re going to exploit glitches, it makes more sense to gen the event. The result will still be a legitimate copy of the Pokémon.
If you're going for a Kanto-origin Mew then your only options are the Pokeball+ controller, or by using the Mew glitch in Virtual Console Red/Blue/Yellow and trading it up to Bank. Faraway Island can only be accessed in gen 3 in Emerald.

But specifically trying to do a living dex with all mons from their original region is currently unattainable legitimately.
I agree, if only because of the missing mythicals who don't have DNS exploits to simulate the original giveaways. Zarude especially, because it's from a Switch game.
Depending on how much you care about legality and transferring stuff, you can get Celebi with an NA copy of Colosseum. The JP bonus disc menu was mostly translated and is accessible with an Action Replay code.
It saves you from having to 100% Colosseum in a different language.
Correct, but you'll need to hex edit the JP bonus disc ISO to enable transferring to an EN save of Colosseum. And you'll still need to purify all 48 Shadow Pokemon before Celebi will join you.

If I was doing this I’d just catch as many in the original region as possible use the event wonder cards you can get for pkhex for in game events like darkrai, Shaymin that were actually distributed and the real unobtainables I’d use special distribution cards from the same pkhex stuff

what if i complete living dex in emerald then want to transfer up something like mew to platinum for a living dex there. is it a israeli thing to clone the mew for 1 in emerald and platinum?
You're free to do as you please. Just know that codes exist to respawn Mew too, so you don't necessarily need to keep cloning if you don't want to.
However cloning is incredibly useful for duplicating hard to get items, like vitamins, Pokeballs, TMs, PP Maxes, and rare berries.
You won’t be able to finish it before Bank is shut down. But if you want a fighting chance, I think you can technically finish a Gen 6 National Dex (barring mythicals) just with XY + ORAS.
Bank is not shutting down anytime soon tho.
