Fallout New Vegas with the Tale of Two Wastelands mod that adds the entirety of Fallout 3 to the game.
That's two full game worlds +9DLCs worth of content and quests to do with a single character.
if that's still not enough, you can add Fallout The Frontier for another world full of quests to explore. The writing is very garbage, but it's worth trying out at least once just to see how far they were able to push the engine for stuff like drivable vehicles.
