I think the biggest red flag for me is that they announced the game and then released more DLC for the first game. Cities Skylines 2 will literally never be a complete game until 2030 when Cities Skylines 3 is coming out.
It didn't help that Skylines 1 had some really shitty DLC too. That industrial one is so awful. Like, here's Anno's micromanaging of production lines glued to a game that still has zoning for industrial. Am I supposed to be a mayor/city planner or a king?

City planners also do city zoning
It's literally the same game but with an improved engine, some of the DLC content (but not all since they can just repackage and resell in new DLCs) and mod content.
It won't have as much content and features as the first one has had in the last few years for a while, and people will have to spend hundreds of dollars on a new game.
After I fell for the Cim City 2013 public demo, my ability to get hyped till a final product is shown and extensivly played was fully burnt from me.
Skylines already had a bevy of issues that required mods to fix, I have no assurance 2 will be any better.
Because Skylines is already near perfect for what it sets out to be with the DLC and mods. Humble occasionally has a sale where you can get all of it for like $30.
The only thing it really needs is performance patches.
Performance still isn't perfect but I'm shocked how much this mod increases it

It doesn't scarifice anything, it just stops the game from updating something it didn't need to 10,000 times every frame. It's great if you were CPU locked, which everyone gets at a certain city size, though it won't solve any GPU limit issues.
The first mod I've ever downloaded for any video game that actually increased FPS like it says instead of being a placebo.
CS1 was a boring aimless laggy game with obscure mechanics, and now Paradox wants to sell us the same game and its DLCs again, but with updated graphics, so that it can lag on your new $1000 GPUs as well.

Cities Skylines 2 performs way worse and continues to be a traffic simulator. And no mods will be compatible. So why bother
Did they ever fix the awful car pathfinding or how the game will split roads into little chunks where all the cars will constantly merge over and over again or how it decides the paths for each intersection to be fricking stupid? I know you can fix this shit with mods but did the devs ever try to clean it up?
