The other problem is that they've done this Joker-breakup storyline with Harley Quinn at least 3 times in the last 10 years or so (multiple movies covering or addressing it, the animated series, this game, possibly more but I don't actually follow capeshit). The first Joker movie had a built-in reputation as an ode to inceldom. The media buzz around the movie was so negative, they managed to involve police force to guard movie theaters in case an active shooter appeared. Hollywood knows the mistake they made. The sequel is confirmed to be a musical. Harley is already depicted in set shots as extremely aggressive prior to meeting Joker. If they aren't depicted as equals, it will be Harley as the dominant one. I have no doubt in my mind about that.

She's a shrink. An easy way to write her character is to make her act like a total nutcase but then eventually reveal that she was in complete control of the entire situation at all times.
Harley hasn't survived this long because she's lucky, it's because she can read her enemies and pick her battles to ensure she survives to cause chaos for another day. Joker being a complete wildcard even to her is what she finds appealing.
That's how I'd write her at least.

I used to like Harley in the original Animated series as a kid. Now I can't stand her and I could only tolerate the love action one because I find Margot Robbie and her feet hot as frick.
Harley Quinn without the Joker in the DCAU goes back to normal society and becomes the grandmother of the Dee twins in Batman Beyond
There were a couple good episodes in TAS where she was on her own. It was fun watching her interact with Bruce Wayne without knowing he's Batman, and tagging along with Batman and Robin to help (annoy) them.
But yeah, she's just a wacky side girl for the main attraction, which is the Joker. Her character isn't interesting enough to function on its own.
I think this scene plays into the overall message too, though.
She's great as a foil to other characters, and to be the Joker's bumbling sidekick.
She doesn't work on her own. She was made to be a dimwitted underling.
Harley was actually getting sufficiently popular on her own. That's the problem. DC saw Harley was gaining a load of popularity just by existing and being fun, that they then artificially inflated that popularity and ruined it. Now they're shoving her down everyone's throats anywhere they can up to having her execute a beloved Batman voiced by a beloved Batman voice actor like a rapid dog, like that shit wouldn't be frowned on.
Kind of like what Marvel did with Deadpool. Everyone fricking loved their meme lord merc with a mouth back in the early 2000's when he was just this self contained thing in his own book who occasionally popped up in the X-Men books, Marvel saw it, and then they started shoving him down everyone's throats. And then everyone fricking hated having Deadpool around for years until Ryan Reynolds showed up and brought him back a bit. Also doesn't hurt that the one video game he got knew exactly what it was and didn't try to portray him as something he's not. Can't say the same for Harley in SSKTJL.
The big two do this shit all the time. Character starts to get popular, they push hard and fricking ruin it. They're so starved for success that when something happens organically they pounce on it like a pack of starving lions on a gazelle with a broken leg.
