While you are partially correct, Sauropods would NOT bend their legs like that, on top of that, the way the Raikou claws are make it seem like the bottom of the foot is the foot, and not the digits. Sauropods walked on their digits and also generally didn't have elephantine toes or anything, especially the later ones which would have probably had no claws on their front limbs at all besides the thumb. Raging Bolt's forelimbs should probably instead be more pillar like, as is, trying to imagine where the toes would be, I don't understand how the claws could end up where they are.
First of all, Raikou's placement can be described simply by having vertically extended digits, creating a "false toe" look with its claws.
More importantly though, this post completely falls out the window when you consider that the Paradox mons are based on pop culture depictions of dinosaurs, not scientifically accurate renditions of one. It's like how Baxcalibur takes clear inspiration from Concavenator, despite having the posture of a Showa era Kaiju. Pokemon are highly stylized, not anatomically accurate. It gives the impression of a sauropod leg, and thats all that matters.

Like was said earlier It follows the general structure, even if it isn't 1-to-1, and the problem with the OP image is that it didn't even consider said leg structure before rushing in to critique, thus making the subsequent attempts to retroactively do so in wake of people pointing this out look like desperate cope.
It's front legs take cues from the skeletons of Brachiosaurs first and foremost. That's undeniable, and the fact that you're acting like it's some big inaccurate stretch to point that out is ridiculous.

This statement is ridiculous on it's face given a massive chunk of this series' designs are taking irl creatures and exaggerating/warping their features to serve the fantastical setting. Real horses don't have horns and fire running down their backs, real tapirs don't stand on two legs and have functional fingers, real pterosaurs didn't have a massive lower jaw and devil tails, etc.

Difference is, that those Pokémon combined the different features well, such that it looks natural. But if you for example make a gigantically heavy pokemon, but you give it stick-legs to walk on, then it looks unnatural and silly because the Pokémon wouldn't be able to walk around comfortably.
Similarly, the reason Raikou looks wrong is because it has bones bending the wrong way, making it look extremely awkward for it to walk around comfortably.
