      Procedural generation usually pulls from a premade asset pool, randomized from pre-determined inputs. This seems like it's actually fully randomized, no design involved (except maybe preventing impossible situations), so it's probably far more intensive resource wise and perhaps shittier.

      usually procedural is like more random i guess is how you'd put it. the game creates things.
      randomly generated you'd often have premade things from which the game chooses randomly.
      simple example would be that the game has 10 levels, but it's always same levels but in random order. procedural the game itself would create 10 new levels everytime.
