Actually that's an sdtl2 feature my bad. Pretty sure if you go to the modding tab and click the swf mod button you can load it from there.
Try it a few times and move her around till you get dialogue, it can be a bit finicky with the vanilla game.

Sorry, I went to check the latest version and something really is fricked with the hotkeys. It's too difficult to fix it for the average user so here's how to use the animtools without the hotkeys.

Go to the Modding tab, and then under Custom Dialogue, click on Load, then choose the .txt file with the dialogue.
Some dialogues will require other mods, so make sure you have them installed, I think Sby's loader pack should have everything you need.

depending on the dialogue you might just be missing some other mods, there's dialogues that use stuff like MoreMoods, or DialogueActions, etc, you need to specificy which dialogue it is, or even better, check its readme for proper instructions.
