I don't think 60fps is important but resolution is an even bigger meme and anything else you could put processing power into would make development costs too high so you may as well aim for it
30fps is fine once your eyes get used to it. The real problem is dropping from 60 down to 30. I know that sounds suspiciously like stockholm syndrome but it really is the being used to better aspect that's the issue.

I literally cannot play video games anymore unless it's 60fps or above. I wear contacts and my eyes dry the frick out and fatigue for some reason at 30, but 60-120+ I can play for way longer with none of those issues. Sucks being 40, but I've had shit vision since I was like 7.
60fps for Ratchet & Clank doesn't hold water.
They could've made a better looking game on PS2 to reach 30fps as a target but they chose to target 60fps.
They're no longer doing that, because they want a "blockbuster" look. That's their choice. It isn't suitable for a franchise that was born as a mid-graphics, 60fps series.
