This heavily depends on where and who you work for. I have seen managers skate by issues caused entirely by them necause they were able to convince senior management that it was not their fault under the justification that 'x' employees were underperforming based on some metrics they were tracking that you didn't know about.
It's always hilarious when idiots like you assume all people and their emergent entities such as corporations are purely rational actors and never make stupid mistakes, have corrupt crony cultures or take actions against their own interest due to incompetence or malice. There literally hundreds of millionaires who made their money by acquiring and gutting companies, running them into the ground, and walking away from it all with bags full of money.
There's a whole debate about useless jobs and you're acting like companies operate perfectly. Not everything can be quantified and a ton of people have their jobs because of social circumstance rather than competence.

What's with devs sending out games with no marketing? I've been seeing it more lately. Is it a tax thing or something? Make a big game and intentionally flop it?
For smaller studios? I habe no idea, my only guess is they're hoping for viral points or it's an honest mistake somewhere.
For larger studios like SquareEnix? The CEO is intentionally trashing some titles because they are "no longer relevant". He doesn't spend money in marketing them because he says they will no longer be successful. He also turns around and uses the low sales (with NO marketing or a sabotaged release such as with Chrono Trigger port) as a metric to say and prove that it doesn't sell well.
As if anyone buys games on Xbox, let alone Japanese games.
For whatever reason, I see the name Level 5 and the first game that comes to mind - and I really have no idea why, I never even played it - is White Knight Chronicles.
