Only if the emulator you're using is very accurate. For PS1 rhythm games you pretty much have to use Mednafen if you want the timing to actually work properly.
I could barely make it through Parappa and I got stuck on the bee guy of Gitaroo Man. I blame the emulation introducing some kind of sync/lag issues, even if it isn't true.
Parappa and Lammy are really strict games in a sense you have really little room to hit the note too early/late, so combined with emulation it becomes even less enjoyable. Played UJL on a real PS1 recently, it's still not easy but way more enjoyable than it was on PS3 for me, the latter I could only beat by mostly looking at visual cues rather than listening to music.

project diva on a psp emulator is the only rhythm game i have successfully emulated. none of the others calibrated right
My emulation set-up makes PaRappa and Lammy more frustrating to play and Bust a Groove pretty much unplayable.
Would consider getting a real PS1 just for these and Monkey Hero, to be able to play them properly.
