because they order X copies of the same image with different colors, it's easier to just cover your bases than to dig back into the files and have someone go back in and recolor it

Gems being in the files means nothing. Most items are in the files of subsequent games. The Safari Ball, for example, is in every single game.
Gems are 100% usable in battle and just need to be added in, where as some of these unused pokeballs don't work right

A: Fairy Gem in Gen 6, making it an utter nuke for the first attack
and
B: Fairy Z-Crystal in Gen 7, giving it a one time nuke without costing it a turn

Because the code was used for the Normal gem and all the other gems are as simple as changing the type they affect.
My guess is that GF left them in because they weren't sure if they were going to bring them back later or not, and wanted to ensure backwards compatibility within the generation.

Did you read the post you're replying to? It's as simple as changing Type=Normal to Type=Fairy.
Obviously, if they wanted to bring back non-Normal gems, they'd have to bring them all back, so Fairy Gems had to be included.
Which means that if Fairy Gem even exists(and Normal Gem is found normally in the game) that means they intended to bring back Gems and only decided against it at the last minute, likely due to balance problems. This goes for both Gen 6 and 7 btw

No, it means they decided not to bring gems back, but decided to leave them in the code because they're trivial to program and might have been brought back in Z or ORAS, so it was desirable to have them in the code for compatibility reasons.
I mean it has about 200 more BST than normal Floette, so it has near pseudo stats. But Light of Ruin is garbage. I don't think it would be cutting up Smogon if it was available or anything.
