It runs on an i7-860 at 60 FPS but you have to tweak the config a bit and remove particles, hats, ragdolls, and facial animations IIRC.
But does it really count if you have to go out of your way to gut the game to make it look as shitty as humanly possible?

if you use this it still looks like TF2 but you might want to enable eyes.
What's the deal with source games? They are so laggy, I need few minutes to load maps in csgo, and the loading most of the time is stuck in the start, also I get micro freezes every time me or someone else dies, let alone just micro freezes at random times. Tf2 is also loads too slow, but I don't feel lags as much as in cs

Because Source is an engine made in like late 90s which are optimized to run on PCs with single core CPUs by making them to only run on a single core at all time regardless if a CPU got multiple core or not.
So yeah, they are an extremely outdated piece of shit that any game that runs on them would fricking drop dead each time new standard of PC if it wasn't for Valve updating the stability patches, which are the reason why Valve are gradually porting their shit to Source 2 starting with their moneymakers first.

It's caused by all the shitty unoptimized player cosmetics.
Two years ago I ran it on an i7 6700 + 1080Ti and it ran like absolute dogshit. Frames were in the 200-300s but it was janky and unstable as hell, even after all the "optimization" mods and scrips.
Then I tried it this year with a Ryzen 5 2600 and a 1050Ti and it runs perfectly fine, with no latency spikes and at a solid 90fps

Nah, that is the case. It is the result of a decade of piling on way more shit into the game than it was prepared to handle. It literally ran better on my ancient computer 14 years ago than it does on my modern computer today because of it.

Last time I played it on an old GTX 1050 and it was running 60+fps smoothly with no issues

It's mainly single-core. If you have a modern CPU that has a low clock speed but 3000 cores/threads/whatever it will be worse for TF2 than if you have an outdated 1-2 core with a higher clock speed.
