I mean, it really depends on what you want.
At the baseline you just need fun movesets, which One Piece can provide easily, and good, responsive movement.
The question from there is what kind of arena fighter you want. You can go for something like Power Stone, sorta like the old Grand Battle games did, or you can maybe go with something closer to the Ninja Storm games, which seemed liked well enough. The issue, as the other guy pointed out, is whether or not the project would get the time and resources it needs to not suck.
I'm definitely of the camp that would far rather see the property get the ArcSys DBFZ treatment, myself.
