Ceaseless Edge being an attacking move means only way to stop Spikes from being set is by KOing it before it sets too many. It also means you pressure Defoggers into letting you set up Spikes. If Corviknight wants to Defog, it has to take about 1/3rd of its Health while Samurott just sets up first layer again, even when it’s physically defensive.
Spikes are just better than stealth rocks.
Every mon that is weak to SR wears the heavy duty boots, those includes even mons that are neutral to it but switch a lot.
So the only mons that don't have them are those that resist rocks and they are usually grounded Mons that are weak to spikes.
Also rock/bug as a typing is incredibly weaker than water/dark

In a vacuum, they're around the same, and you could even say Kleavor is better, but the meta is much kinder to Samurott.
