Breen is legitimately so moronic and full of himself that he genuinely believes the shit he spews out about the Combine being for humanity's benefit. The way he berates Gordon as someone preventing humanity's progress rather than coming off as someone who's just caught between a rock and hard place should have clued you in on that.

It's implied they only haven't destroyed mankind entirely because they want to find the secret to our teleporter/portal tech, but I imagine once they do they'll just raze the entire planet. Breen played the part of collaborator because he wanted power, and he got what he deserved.

Earth and unbeknownst to Breene's saving grace was the lost location of Borealis ship and the secret Aperture project that the Combine wants to get its hands on.

I don't think G-Man's "naysayer" was ever confirmed to be Breen. That would imply he and Breen are somehow equals. Breen is just aware of him because he inherited a lot of knowledge as part of being the Combine's ambassador.
Breen is not part of the "naysayers" G-Man works for the interdimensional equivalent of the Rothchilds and the Rockefellers. Breen knows of the G-Man because the Combine knows of him. The Invasion to earth was orchestrated because of unknown reasons.
