          Breen is legitimately so moronic and full of himself that he genuinely believes the shit he spews out about the Combine being for humanity's benefit. The way he berates Gordon as someone preventing humanity's progress rather than coming off as someone who's just caught between a rock and hard place should have clued you in on that.

    At this moment, a memory erased, patriotic, pro-universal union Overwatch soldier who had served 1500 tours of offworld duty and understood the necessity of the suppression field and fully supported all military decisions made by the Universal Union stood up and held up a model of a man.

    "What's the greatest endeavor?"

    The arrogant professor smirked quite instinctively and smugly replied "our biological imperative and doing your part"

    "Wrong. It's collaboration. If it is instinct, would we model ourselves on the Trilobite? Did the lungfish refuse to breathe air?"

    The professor was visibly shaken, and dropped his chalk and copy of Raising the Bar. He stormed out of the room crying those reactionary and fearful tears.

    The students applauded and all joined civil protection that day and accepted Our Benefactors as their savior. An Advisor named "Universal Union" flew into the room and perched atop the combine emblem and shed a tear on the supply crate. Humanity's surrender was read several times, and Our Benefactors themselves showed up and enacted immortality across the species.

    The scientist lost his rations and was relocated the next day. He died of the preventable plague called age (when immortality is in our reach), and was tossed into a layer of broken plastic shards thinly strewn across a fossil bed, sandwiched between the Burgess shale and an eon's worth of mud for all eternity.

    This guy would've been okay if he joined Gordon Freeman at the last minute.
    Him cooperating with the combine so humanity wouldn't perish was a genius move. However he stayed on their side even though the tides were turning against him. That makes him cowardly.

      In a way he did. His attempt to escape to Combine Overworld provided opportunity for Gordon to destroy the Citadel's portal which was the main source of communication between the Combine and the Earth forces.

    Submission to the Combine IS extinction. They're actively syphoning off all of Earth's resources including the oceans themselves, and in the mean time are imposing a brutal regime that prevents mankind from breeding. It's a focused genocide, however Breen wants to spin it. It's implied they only haven't destroyed mankind entirely because they want to find the secret to our teleporter/portal tech, but I imagine once they do they'll just raze the entire planet. Breen played the part of collaborator because he wanted power, and he got what he deserved.

    Breene is the ultimate example of neutral evil.

    The combine wiped the floor with humanity's forces in 8 hours and was gonna be extinct so Breene managed to convince the combine not to destroy them since Humanity can contribute.

    Years of negotiation and hard work building a fragile alliance with the combine ensuring Humanity's survival and suddenly a mute lunatic subordinate from 15 years ago pops out of the blue starts killing combine forces and wrecking vital resource installations and Breene is looking like a incompetent moron in the eyes of the Combine who is one ball sack hair away from wiping out all life on Earth as we know it.

    Earth and unbeknownst to Breene's saving grace was the lost location of Borealis ship and the secret Aperture project that the Combine wants to get its hands on.

      I don't think G-Man's "naysayer" was ever confirmed to be Breen. That would imply he and Breen are somehow equals. Breen is just aware of him because he inherited a lot of knowledge as part of being the Combine's ambassador.

        Breen is not part of the "naysayers" G-Man works for the interdimensional equivalent of the Rothchilds and the Rockefellers. Breen knows of the G-Man because the Combine knows of him. The Invasion to earth was orchestrated because of unknown reasons. Maybe the fact that humanity figured out teletransportation within the same dimention, something the Combine never figured out, since they use dimentional tears already open but expanded and maintained by them to conquest other dimentions

    Breen was painfully aware Earth was a backwater in the combine Empire, somehow managed to make a deal with the Worms that allowed us to live while they drain our resources. In Half Life 2 they vagely imply that if the dimentional tear to the Aleph is finally closed, the Combine would desist or would be unable to return to Earth
