We have reality-ending SCPs the Foundation has no idea how to contain and groups that want to awaken them messing with the Foundation.
We have groups going against the Foundation and trying to actively cause security breeches just for the hell of it.
Most writers now crossover professors or their own SCPs so you have this MCU of SCP professors and evil groups.

Yes, but the issue here is those realities also have their own Foundations who also need their own D-Class (I.e. prisoners on Death Row) and materials to keep their own SCPs in check so they can't just pilfer stuff from their realities, and the realities they can are heavily infected with plagues or diseases to the point that it's not feasible to bring anything back. We already know one of the reality enders destroys all realities and they have no idea how to stop it.
Sure, they have SCPs that can create stuff out of nothing or very little but if I remember right things like the vending machine are limited in what they can give you while others can only create or alter whatever fits in them. I can't remember if they can create perfect clones of people or not (I think the clones were mentally damaged when they did?), and if they can then that alleviates the D-Class issue, but the rest of it requires so much in terms of materials and shutting people up that it's insane.

My ideal FEAR game was a Payday styled coop game, except instead of heists you'd have missions across the city/country fighting various enemies. Sometimes it's paranormal, sometimes it's something mundane like terrorists, etc. Intel wouldn't always line up to keep the players on their toes, so they might go in for a standard criminal takedown and find out its some insane cult summoning situation, or vice versa where they think it's a paranormal entity and it's really just a clever killer, etc.
