It's an anti-gay filter. If you get stopped by opponent's being bit above you level-wise then you don't deserve completing the game.

johto isn't hard, it's just unfun when you catch something in the mid or late-game and need to spend an hour grinding it on wild pokemon to bring it up to the rest of your teams levels, since there's no decent way to grind like consistent trainer rematches, audinos, etc. That's half the reason why every johto team ends up looking very similar, because there's so much inertia to just stick with mons you find relatively early on.

But even that is not really a massive grind.

It's not as black and white (heh) as you're making it out to be. The Gym Leaders have shitty teams, yes, but outside of that the wild Pokemon are too weak and the trainers are bad as well. If these issues were fixed then training for the E4 would be bearable, but as it stands makes for a shitty and boring slog

It's only when they reconvene for the Radio Tower Takeover that they fail to adjust, most of the fodder is still grossly underpowered and doesn't at all help you prepare for Clair, nor do any of the NPCs south of Blackthorn since due to that nonlinearity, you CAN travel all the way there through Ice Path or Dark Cave with the right HMs.
Things start to somewhat normalize after the fact, but then it "spikes" again at the Elite Four (see: NPCs using actually decent Pokemon instead of Level 30-40 unevolved shitmons) since they expect you to exploit all the items you can to compensate for the level difference you'll likely have when you get to Lance.

Pryce the 7th gym leader is lower level than Jasmine the 6th gym leader, Pryce's ace is level 34 and Jasmine's is level 35 and Clair's ace is level 41 and I don't care that you can battle him before Jasmine he's listed as the 7th gym leader on your trainer card, furthermore Falkner is literally the weakest 1st gym leader in the whole series having a level 9 and a level 12 pokemon not even easy mode Cheren from Black & White 2 is that weak

This makes training a full team more difficult because it's generally not enough to keep your party at legitimate levels later on. After the 4th gym, the next three can be done in any order, don't scale with the player's progress and offer little to progressing the player forward with regard to experience. You also have TWO team rocket segments of underleveled shitmons that do nothing to help with this. By the time you get to Clair you'll be lucky if your main team manages an average of level 35 and by the time you finish Victory Road, due to the cave being mostly empty, you're lucky to be level 40s on average.
With Kanto being considered a second part, the whole section, including the gym leaders up until Blue, are all underleveled and pose legitimately no threat to the player. By Blue, assuming you took the time to go through everything else Kanto had to offer, you should be around 55 on average.
Johto definitely has the jankiest level curve.
Pryce is weaker than Jasmine, and I think that's the only time you're meant to go from fighting a stronger gym leader than a weaker one.
