Two problems with it:
1. Name is trash. It's only found in rivers and streams and it's called Goldking in Japan.
2. Unusable garbage stats. Golden evolves at level 33 which is pretty late, but Seaking has early route shitmon stats.

Venomoth has the same problem, and it really should've been part Psychic type IMO. It was one of Sabrina's signature pokemon originally and its Japanese name has no references to Poison. Bug/Psychic is what it should've been, with the original JP name Morphon. Venonat in JP is a reference to radar so 'Pingsect' or something would've been a better English name.

Goldeen/Seaking's notable contribution was the ability to learn Peck to frick over Grass-types. It was coverage before coverage was a thing. Other than that, it's basically off-brand Magikarp.

Dodrio suffers from the sentimentality clause which is that people get way too attached to the shit mons they catch at the start of their games and become totally unwilling to bench them for something better.
Dodrio is straight up the best flying type in the game, Drill Peck one shots almost everything and its speed is insane, but because you can only get it like 4 or 5 badges in most people already have a full team and are unwilling to get rid of one to make room for a mid or late game encounter.
It's the same reason you get memes about every Sinnoh team being the same and stuff like that.
