It's been a while but, IIRC it's implied that the Esper-draining process used to give him magic was a flawed prototype and warped his mind. The same process was later perfected and used on Celes.
Kefka wasn't better.
My favorite is Golbez but it's easy to see why Sephiroth is a more popular villain than Kefka. Cool "badass" design along with a well-defined backstory and interesting connection to the protagonist.

That's lame criticism though. Villains don't automatically need dumbass snowflake backstories if they have personality and are effective antagonists.

Am I the only one who thought Sephiroth was a lame villian? Minus the final two phases of the final boss he never seemed imposing or terrible, when you compare him to Kefka or Sin he just seems like some emo dude who randomly shows up throughout the game to give Cloud seizures

I'm not sure how you can say Sephiroth isn't an imposing force throughout nearly the entire game. Just because you don't have to fight him directly doesn't mean he isn't constantly fricking your shit up.
