Probably because it's based off of the Tokyo region
There's no "Tokyo Region". It's literally based on the irl Kanto Region, where Tokyo is.
I thought Alola seemed like more of a shithole?
It literally has a town that has descended into complete lawlessness. If nothing else Team Rocket was so harmless that a 10 year-old kid was able to foil their schemes, but Skull were like literal goons. Guzma looks like he'd beat you up and steal all your belongings.

Alola is an island paradise and every island paradise has a seedy underbelly. The reason the town turned to chaos was because it was abandoned and it became a home for hoodlums from out of town. The real question was why the town was abandoned, which I suspect was because Acerola didn't want to take responsibility after her family died and they sustained the economy of the town. Like the theme of invasive species it is about the fragility of island ecosystems.

Gameboy Era Kanto was a reflection of the real life Kanto, which is known for being heavily urbanized and industrialized compared to the rest of Japan. GameFreak simply went the natural route of using a more loose fantasy adaptation to show the more dubious sides of those things when they're allowed to run unchecked, which is why there's so much pollution and how the local yakuza/mafia became such an issue until Red entered the picture with his protagonist powers.
Yessir, and early Pokemon had nailed the near-future aesthetic. Going back, there are fewer regional gimmicks in the environment, and more '90s future-tech. The PC, the Pokegear, the folding bike, the cargo pants...

The games originally had an anti-urbanization tinge to it, and Gen 1 still had some edge left unscrubbed.

Canonically? Not really. In reality, it's because Kanto was developed before they really had a solid vision for the series (aka the saccharine Pokemon world later generations take place in, where there's no animals other than Pokemon and no real life countries like America, Guyana, India, etc.) back when the series had a bit more bite to it.

In FRLG, HGSS, and LGPE they started walking back on these to make it feel more like the rest of the regions but it's still pretty easy to tell that it was made before everything else

homie what the whole plot was how nobody was doing anything about it, then it was found out and all the academy staff literally resigned and ran away from responsibility. The plot of S/V and especially the bully road is garbage but at least get it right when you shit on it.

Honestly as beautiful as Kalos is I think it’s the sketchiest and scummiest place of them all. Second would be Kanto of course.

I'm convinced that kanto and johto used to be one region but split due to one half wanting to heavily industrialize while the other decided they didn't want to change. This is also the reason kanto has no real native legendaries. The bird trio are just pseudo legendaries that probably lost their habitats in the process of kanto's growth so they became more rare and that gained them their legendary status. Then there's Mewtwo who is completely artificial which perfectly fits kanto
