I think a large proportion of the people who worked on Warcraft 3 actually left the company afterwards, same with vanilla WoW.
Most of the vanilla WoW team got fired after release and never received their bonuses.

Horde have always been the bad guys pretending to be innocent. It's why edgelords love them so much
They weren't bad guys in Warcraft 3, and in Vanilla it was at least somewhat ambiguous, though the Horde were essentially the baddies in all the battleground scenarios.
They were pretty chill in Classic besides the forsaken who were always evil frickers. If you look at the battlegrounds they generally come off more sympathetic than the Alliance

It's ironic that you point to Blizzard on this, because I think Games Workshop gives them a serious run for their money in this department. The fact that Garrosh is completely unapologetic makes his character the best in the WoW series of villains. Not once does he stop to apologise for what he does, attempt to justify it in any way, etc. He knows he's a genocidal maniac, he wants a world for orcs and orcs only and he'll wipe out everyone else without any hesitation to get it.

Garrosh is chad because he showed up and began uncompromising hating the entire setting at the same time that the entire setting started to become gay and stupid. As a consequence, he's the most relatable character through like three expansions straight.

That was the fault of the ~~*legion*~~ and when Garrosh got the chance to go back to that world before it got fricked up, his actions saved it and the orcs

I think that's overly presumptive. That might be a huge factor in why they were chosen over stuff like ogres for a first expansion race but the Blood Elves were already moving into a complete breakaway from the Alliance in TFT and in the context of WoW, that means joining up with the Horde as the alternative.
