Not really. Piece evolves and moves differently when they reach enemy territory, on top of being able to use enemy pieces that you took, that changes the game significantly.
Have you actually tried looking on android? There's a million "Mahjong Solitaire" games, it's almost impossible to find Riichi. And the two popular Riichi games on Android are both gachashit.
There's popular app called Mahjong Toryu and its not a gacha shit? It's not that difficult to find either

There isn't an easy guide; scoring is a huge pita. You can mostly get by with just memorising how many han each yaku is worth, but occasionally fu will matter for placement.

Touhou Unreal Mahjong 4N was kinda fun. You can turn powers off in the settings.

Its a rabbit hole, you can waste easily 500+hrs and still not being half good

That one does look ok, but calling it "popular" is a bit of an exaggeration - it has 10k downloads, Riichi City has 100k and Mahjong Soul has 500k.
