BallisticNG guy wanted mod support, custom soundtrack support, and online multiplayer. Making it for psx was never an option for that project.

It's because making the switch version requires using the most up-to-date unity, which would've required him to accept the same terms of service that caused so much controversy a while ago. I don't blame him for it.

I already have so many games I planned out in my head that I know would work. it just takes forever to make a single game. I was working on a 2D shooter for 4 years and then the Unity CEO guy went insane and wanted to charge per install so I'm thinking of starting something new, but not sure what to do.
If you're using an older version of Unity from before those changes were made, you've only agreed to the older terms of service. The new ones will not affect you unless you update. Don't use anything new from Unity and you can do that game as planned.
What amazes me is the road to vostok guy has seemingly followed through when unity went full moron and ported his entire game to godot in a few months.
what version? Mine is 2018. Don't they have updates to old versions too? So if i updated it wouldn't it mean I sign whatever weird rules they give?
I don't know any details about updating older versions. All I know is the BNG dev explained in the update post why he can continue working on the PC version but not the Switch version because he doesn't update.

step 4. throw all of what your learned away and try to figure out how to apply it to psx hardware
step 5. make the game

It's a port based on leaked source code. There's also a Windows port called Phantom Edition, which I've played through a few times.
We need 2097 to get a fixed pc version.
The source code was never leaked, so it doesn't seem likely.
