Shadow Warrior 1/2 (more so) are literal shlooters.
Only the second and it sucks, unfortunately. SW1 and SW3 are good.

I want Borderlands but in a high fantasy wizards and shit setting. Guns are boring I want fireballs and lightning

it doesnt have loot like diablo, but there is still "loot". tons of different pickups and powerups, weapons, key items, etc. and yeah, in terms of aesthetics it's extremely similar. plus the combat is very fast-paced and you fight tons of enemies at once, just like diablo

DOOM Eternal and I'm seriousl. Killing screenfulls of mobs quickly with tons of RPG-style upgradable skills for loot, for more upgrades. Tons of replayability, online mode. Despite the scifi setting it reminded me very much Diablo's fast pace.

multiplayer is dead obviously but there's a mod that adds some content and it's ok for one playthrough.
Yeah try Remnant, it even has randomized maps/events that happen.
