Is there any semi decent MMO that is entirely free?
It can even be an old MMO with 50 players. I have a lot of free time and would like to experience one. The only condition being it’s for free.

LOTRO is technically not free but you can get tons of their currency by grinding lame tasks like "kill 80 wolves in area xyz" and you can buy anything with the currency
They also made the currency cap remover free relatively recently, I remember back in the day when you had to either pay for it with your TP from deeds or subscribe for a month
To unlock swift travel you still have to have played a character while subscribed, but I only ever used it for boat trips in Evendim. Riding from place to place on horseback was immersive, but swimming across the in-world equivalent of Lake Erie every time I wanted to get back to Tinnudir wasn't

I've been meaning to check out LOTRO, SWTOR, GW2 as F2P options myself, though I can't speak on how restricted you are or aren't without paying
GW2 literally is one of the best f2p mmos. Obviously you can’t do the expansions if you’re f2p but you can do so much and it feels like it’s own game. There is just so much content. Also expansion is totally worth buying because there is no monthly subscription crap; you buy once and that’s it.

Guild Wars 2 F2P is a glorified trial and you do not want to play that game in the longterm as a F2P. It's only there for you to try it out, everyone saying otherwise is a shill. No trading, no private messaging anyone not in your friend list, no map chat, no expansions and Living World which are basically the mainline game content updates, no ingame currency to premium currency exchange, no fricking nuthin. If you're not planning to pay for GW2 - only go for F2P if you're gonna treat it like a low quality singleplayer game that you'll do a playthrough of and forget about afterwards.
How dead is it these days? I haven't checked it in months, and haven't been actually playing for even longer after my main account got permabanned, but whenever I decide to hop on and shitpost in Global I always see it dead with no conversations in sight.

About a half or even a third of what it used to be when I played. I'd feel bad for it had it not been in the hands of LO.

I don't know a whole ton about them, but what I do know is that they are fond of buying out abandonware and trying to make something of it that can be sold and played. This includes gamersfirst games like FE and APB, some literal kickstarter scam fantasy RPG called Unsung Story, and some others. The goal itself seems noble, especially since FE Classic has no way of making money since they refused to add back the cash shop so they're basically bleeding money for the less than 100 autists still playing this thing, but the way they've been handling makes me unsympathetic towards them.
Hiring players to be chat jannies is one of the issues, not only because I hate chat moderation, but also because 1) That's literally the only thing an unpaid volunteer GM is allowed to do - be a chat jannie (no helping players fix bugs, and they don't even know shit about the game to give tips), and 2) There can never be a good GM if he's an unpaid volunteer, because then all you get is power hungry trannies, and I quite literally got a blatant admission out of one of the jannies that he does it for the power trip.
Another thing is that their ToS is your typical modern carebear slop where you can't call people morons or even excessively swear if it makes some homosexual uncomfortable enough. In case you never played Fallen Earth - the game has ample profanity including nu-age slurs like moron in its very fricking ingame dialog, not to mention the overall vibe of a game where a PvE crafter is actively encouraged to make excursions into PvP zones for rare materials.
Overall I see just another corporate entity in them.

would recommend phantasy star online community servers, like ephinea or ultima. it's completely free and a wonderful social experience, if a bit of a repetitive gameplay experience

The only reason I dropped it goes back to when it was live before classic. Used to be you could craft anything with found/harvested bits, then it went f2p and they changed some things to be purchased from vendors only and I lost interest entirely as I really enjoyed surviving purely on scavenged and crafted gear. They messed up a bundle of other stuff on going f2p too but that was less important to me than the crafting changes.

Pokemmo is free as frick, and very fun. Once you do all the game story lines you can PvP, grind for shinies, breed for IVs, sell/flip items and pokemon, etc. Johto is coming out soon which will allow for even more shiny farming access via swarms of pokemon that previously had no swarms. Only thing missing really is hardcore PvE content like dungeons / raids, which they have already talked about adding.

If you're looking for "entirely" free to play private servers are your best bet. FFXI and SWG have some really good options. Fallen Earth Classic is a really cool game and the cash shop is cosmetic. Pic related is a really comfy game I always go back to, but loot boxes may turn you off.
+1 for Fallen Earth. True hidden gem that never got the attention it deserved by mmo autists. Legit better than Fallout 76 mechanically, atmospherically, rpg elements, etc.

f2p means that you don't have to pay a sub, or anything, to access the server. The 'devs' usually accept donations as their main form of income and many private servers are ran for-profit, e.g., WoW.
