no. many years ago valve suggested they were going to just release it for anyone to download, same as unreal and unity, but that never ended up happening, and there's no known way to contact them for possible licensing

further, the days of simply being handed a copy of the engine and left to your devices are far in the past. licensing middleware today comes with the expectation of support for paying customers, which is an expensive and costly thing to maintain.
What's a better question is the near entirety of the move to Source 2 was so that the development tools wouldn't be stuck on windows because of middleware.
They dealt with the issue and released Source 2 (in what limited capacity it's available).
And then only gave the development tools to windows users.
Internally they have linux versions of all the software.
They just didn't release it with Dota 2, CS:S2, Alyx, Steam Home because ???
The Lab and Desk Job I sort of get, because those are specific and non-expansive titles, but literally everything else doesn't have development tools on linux because ???
Valve looks like they have nobody that actually does long-term (or even middle-term) planning.
They probably just though "hmm wouldn't it be cool if we had a new engine, we could make all kinds of games and release it for other people to use", but then the people working on it got bored of it a few months or years in and now the project is just meandering endlessly.
CS:GO / CS2 are another obvious example of this. As far as anyone knows, the CS dev team is still miniscule despite the literal billions of dollars it's been bringing in for almost a decade.
Also the Valve splash screen they use for CS2 is fricking soulless.
While I will admit that I more or less entirely lost interest in S&box before Garry got Valve to hand him the keys to Source 2.
I have literally zero confidence in the situation actually improving.

It's an unity clone now, there is no base anymore.
