Trying to make a list of this is pointless because there are multiple ways to be overrated and they are not easily comparable.
For example, there are games that basically everyone has heard of and maybe even played, and it is mostly held up as being amazing and was super popular at release, but maybe isn't really all that great. Like skyrim. Remember the skyrim hype? It's an OK game. It wasn't the revelation it was pushed as and while it holds up as a solid 7/10 it's still overrated.
There's also niche games that get held up by fans as the greatest game of all time, only for everyone else to think it's shit or not even heard of it, or maybe it's just lesser known and still decent but the fans are overly vocal in their praise because it's lesser known and they want to draw attention to a game they like. I like ikaruga, but my love of shmups probably makes me rate it higher than it deserves, I love E.Y.E, but maybe it's weirdness is just a plus for me because I like weird games when it should really be a point against it.
Then there's nostalgia games where people give them all 10/10 because of how they liked it at the time or how impressive the technology was or whatever only for it to, in hindsight, just be another one in the bunch. A lot of N64 games seem to fit here, good games that don't deserve to be called perfect but are by fans because they are being influenced by nostalgia.
