No, it's really actually shit. I got a "free" copy on Goystation Plus and I gave it about 2 hours. The game just feels fricking awful to play. The gunplay is terrible, the driving is really fricking bad, all of the missions just devolve into shooting endless waves of dudes mindlessly, etc, etc. Since they tried to make it more "realistic" none of the side missions/activities are very fun either

But as it is you basically just frick around, the game throws cheap pathos at you and random lines about friendship, and the game distracts you from the main plot with the most boring shit like extended missions about fighting with cardboard and nerf guns, the kind of shit even SR3/SR4 would've left to a two minute joke before moving on.
There's things I like about it, clothing customization is closer to its SR2 incarnation with multiple layers, but you can't make any female character that doesn't look like a troony cause there's no real gendered options outside of being able to change breast size and dick size(and simultaneously, at that) but it's not enough to seriously recommend.
There's hints of a game that could've been good and done really well in the absolute drought of open world urban crime games, but this wasn't it.
