I think you're thinking of Black and White 2, 1 doesn't have an RTS element and the game is all about just spamming villager birthrates because the more followers you have the farther your influence spreads.

Well yeah but you can't just assign them to make babies if there are no houses, they won't frick. And also they will empty the granary instantly without enough grain fields.
Precarious balance. It's by no means a perfect game. The future room was never implemented.
The main problem is that all your villager spawn young, and then you expand and as they procreate, and another generation is created, you eventually run out of building space at which point you're stuck with an aging population and no more babies. Eventually the majority of villagers is lost that way unless an equilibrium is achieved by sacrificing villagers or moving them to new settlements.

That's just for the long term equilibrium. I used to play the multiplayer map as a kid, but wanted to have a neat village. I'd have a lot of villagers, but not so many buildings, and then like 80% died off. That one generation was too aged to meet the replacement requirement. The game's an interesting simulation in that way.
For new villages just keep adding women. A few reproductors should inseminate them all, but will give up if there are no houses to fill or if they're all pregnant.

including the guy that did the ai for the creature in black and white
really freaks me out how a dumb monkey I couldn't get to stop shitting on villagers and killing them was part of the journey to alphago/alphastar/etc
It's not like all those fancy AIs have a standard to compare to. They just throw processing power at a bunch of algorithms, and the technology happens to be fast enough to produce a satisfying result.
The thing is though, you won't know just how stupidly inefficient what they're doing is until Go or Chess become solved games.
