      That's the thing. The Vault functioned just fine allowing people to come and go in the past. There was no reason to kick whatever FO3's protagonist is called (I forget) out besides to steal from FO1, except not including what made it work there.

      But in Fallout 1 it was a big deal because the protagonist lived in the vault, which was going to stay closed. In Fallout 3 the protagonist already got kicked out in the intro, probably found a new home, and the vault was going to open up anyway. So it doesn't really matter.

      It doesn't always work out. Vault 3 in NV opened the door for the Fiends and got wiped out. All it takes one screwup for the vault to turn into a raider den.

      Funnily enough there's a group of raiders in the nearby town trying to drill into Vault 101.

      The only game character we've seen so far is House. I doubt they'd bring back such an irrelevent, not especially liked character, who has no business being outside of DC.
      If I had to pick one game character that might appear, it'd be Maxson, but I doubt we'll get anything more than a passing namedrop.
