It's not just about number of years but also the rate of progress. The jump made in the sixth generation was massive. The visuals in TLoU remake look only slightly better than the remaster.

The gap in graphics between ps1 and gamecube/ps2 era was pretty big so a remake was understandable.
This shit looks pretty much the same but with a slightly uglier art style and it will play the exact same. This remake was pointless.

They remade Resident Evil and MGS because there was no backwards compatibility on PS3 for PS2 games and digital ports hadn't quite caught on yet. Plus it was just really convenient to have MGS2, 3 and peace walker in one package. The updated graphics were just a bonus.
There's no reason to remake the last of us. The graphical leap isn't enough to justify it, and you can already play the original version on ps5.
