It's normal to recognize the first games as the most innovative for creating the formula in the first place and arguably the best for how little the games after did with them.
I don't think it's normal but I'd wager it's better than most other things. Gen I is Pokemon in its closest form to Game Freak's, and more specifically, Satoshi Taijiri's, original vision for the series and it comes through in most elements of the franchise, from the games themselves, to Shudo's anime, to the original volumes of Pokemon Adventure.
On a purely gameplay level, the Gen I games are undeniably rough around the edges, but it's also the point of the series with the least amount of corporate meddling, which only increases from then onwards.

I'm getting the opinion that the franchise would be better off if they kept the roster to the first 3, maybe 4 gens. But it's a major cope on my part, since the main drive of new mainline games are the new Pokemon. And it's not as if less Pokemon = better animations and graphics, as we've seen.

I find goldeen/seaking necessary so the pokemon universe has a standard basic fish pokemon in the same way it has a standard basic land pokemon(rattata) and a standard aerial bird(pidgey).
magikarp has too much of a gimmick(gyarados) to fit the role. but while rats bite and birds peck, basic fish don't really do anything you associate with combat so the horn gives it something to go from without taking away from its genericness
Seel is plenty forgettable even beyond just being a seal though. It's a little out of the way to get but not really interesting enough, design wise or gameplay wise, to bother using it.
Flareon, Victreebell, Hitmonlee, Hypno (creepiest pokemon of all time to this day, israelite nosed demon that hypnotized and kidnaps kids), the bird trio, Clefable, they're all so great. Gen 1 isn't the problem, this zoomer board is
